Разведка как вид государственной деятельности в США Аннотация: Представленная статья посвящена анализу разведывательной деятельности США как одного из видов деятельности американского государства. В статье исследуется вопрос об относимости к разведывательной деятельности таких видов деятельности американского государства как: внешняя разведывательная деятельность, контрразведывательная деятельность, политический сыск, деятельность по обеспечению внутренней безопасности, деятельность в сфере осуществления тайных операций. Статья основана на анализе американского законодательства, в первую очередь таких законодательных актов как Закон о национальной безопасности 1947 года, Закон об организации разведки 1992 года, Закон о разведывательной реформе и противодействии терроризму 2004 года. В статье также раскрывается эволюция представлений о «внутренней безопасности» от начала 50-х годов XX века, когда она означала противодействие мировой коммунистической угрозе, до настоящего времени, когда под внутренней безопасностью понимают защиту территории Соединенных Штатов от терроризма и других угроз. The article evaluates the issue of whether foreign intelligence activity, counterintelligence activity, political investigation, internal security guarantees, secret operations activity may be regarded as intelligence activities. The article is based upon the analysis of the American legislation and first of all on such legislative acts a the National Security Act of 1947, Intelligence Reorganization Act of 1992, Intelligence Reform and Terrorism Prevention Act of 2004. The article also discusses the evolution of views on the “domestic security” from the 1950s when it stood for fighting global communist threat to the current time, when the domestic security refers to protection of the US territory from terrorism and other threats.
